Sikkim Legislative Assembly Passes Tourist Trade Bill to Regulate Tourism Activities
Gangtok, August 9, 2024: The Sikkim Legislative Assembly on Tuesday unanimously passed the Sikkim Registration of Tourist Trade Bill 2024, alongside two amendment bills — the Sikkim Court Fees and Stamps on Documents (Amendment) Bill 2024 and the Sikkim Online Gaming (Regulation) Amendment Bill 2024.
Chief Minister PS Golay tabled the two amendment bills on Monday, which were endorsed by the House without any discussion. Similarly, the Sikkim Registration of Tourist Trade Bill 2024, introduced by Tourism Minister Tshering Thendup Bhutia, was passed without debate.
The Sikkim Registration of Tourist Trade Bill 2024 seeks to establish a comprehensive legal framework to regulate tourism-related activities in the state. The bill is designed to ensure that all stakeholders adhere to standards promoting safety, quality, and ethical practices, with the goal of enhancing service delivery and solidifying Sikkim’s status as a top tourist destination in India.
In his statement of objects and reasons, Bhutia emphasized the bill’s focus on responsible tourism and the mandatory behaviour of stakeholders and tourists. The bill proposes fines for non-compliance with its provisions and outlines offences related to violations of policies and rules. It also emphasizes sustainable tourism, environmental responsibility, and community development.
The bill includes provisions to restructure the Tourism Department by establishing a directorate for effective planning, monitoring, and enhancing the tourism industry in Sikkim. Additionally, it proposes the formation of a consultative committee to gather feedback and inputs from stakeholders for continuous improvement of tourism operations and activities.
The session also included a discussion on the Motion of Thanks on the Governor’s address delivered on the first day of the Budget Session 2024-25. However, the motion was passed without discussion. The discussion on the State Budget 2024-25, tabled by Chief Minister Golay, began during the Financial Business segment but was not debated. Voting and passing of the budget will take place on August 9.
